Teilhard de Chardin and Information Society: Information without World or World without Information? (SK)

A Jesuit philosopher Pierre Teilhard de Chardin is one of the prophets of information society. His concept of noosphere is very close to contemporary concepts of global society based on information and communication technologies (cyberspace). The noosphere is a sphere of pure ideas inside and over the material world. Reality is going to be replaced by virtual reality, nature is going to be replaced by alternative world. On the other side, the paradox of information society is implosion of information.


Cultural Identity of a Library within the Information Society (SK)

Substantial social changes having taken place in our society after 1989 bring about some turns in cultural tradition and cultural identity as well. These turns are being reflected in the whole structure of social processes. That is why the process of a library system transformation put forward a question of actual relation of a public library to the culture, cultural tradition and cultural identity. The answer to this question is connected with a whole range of problems: profile of a library as an institution within a specific cultural environment, cultural identity of a library in the respect of its organisational culture, library functions in the transfer of cultural identity and of cultural tradition in the society, cultural identity and tradition in library and information processes, cultural identity and continuity of development in library and information processes, preservation and strengthening of cultural identity of a library within a global information environment. Development of cultural dimensions and cultural functions of public libraries will speed-up the process of libraries’ self-reflection and social maturity. This will, in return, have a positive impact on strengthening their position in social-cultural conscience and, consequently, on their incorporation into a modern information society.


From Printed Media to Electronic Publication: Consequences for Culture and Society (DE)

The number of books, papers, and articles, which are published electronically rather than in the printed form, continuously grows. This causes not only changes in human reception behaviour, but new political and social problems arise, which were more or less neglected. Development of new information media and channels cannot be suspended, nevertheless, the dangers should be prevented, conflict areas should be itemised, and the new information society should be established not only from the technical point of view.

Together with informations we have got into the world of informatics, and we are pragmatic, with no problems acting by its transmission. The question concentrates on the ontological status of information. Due to the physical theories, the information is bounded with the physical carrier and can be maximum trasmitted at speed of the Light. The light constant 300 thousands kilometer per second limit it. From the ontology view of point is not clear how the information on the physical medium transmitted is. Informations are transmitted not only in language code. They exist in every in the natur running prozess. The philosophy observes the multiple information presentations of the daily practice. A philosophical analysis of the category of information could be the archimedeal point of today.

We are living on a treshold of a civilisation revolution. The main problem rely on our openess against Future and in the ability for adapting to the changes. The second half of the 20-th century can bring until today in the civilisation history unknown changes. The speed of the historical time increases. The main goal is the continuous development. Potential for scientific and technology breaks is growing, both in the basic scientific principles (Paradigma) and jumps in HW or SW capacity, nanotechnology, genetic Medicine and more. The scientific development rely on an ethical market oriented economy, where some ecologic and social goals are preferred. Prognosed are significant improvements and innovations in the Institution functioning.


From Library Telematic Applications of the 4th Framework Programme RTD to the Digital Multimedia Content and Cultural Heritage of the EC 5th Framework Programme RTD (SK)

The paper brings an overview of the Library Program of the 3rd<D> Framework Programme RTD and of Library Telematic Application Programme of the 4th<D> Framework Programme RTD of the European Communities, their content, results adn achievements. It provides also information on the new 5th<D> Framework Programme RTD, with special attention given to the area of multimedia content, digital cultural and scientific heritage, its strategy, objectives, methods, content, structure, implementation and procedures.


The European Commision and Public Libraries Major Initiatives (EN)

Currently existing Concerted Actions within the Libraries programme are CoBRA (Computerised Bibliographic Records Action) which unites European National Libraries under an professional umbrella to initiate actions with special reference to National Libraries issues, ECUP (European Copyright User Platform) which brings together copyright specialists and representatives of the library world in order to devise and execute copyright awareness campaigns and to establish libraries viewpoints on copyright issues. A third example is EFILA (European Forum for Implementors of Library Applications) whose main objective is to create better awareness of standards amongst implementors by providing a forum for exchange information and experiences. PubliCA is the major action for public libraries with following objectives: to raise awareness about the telematic technologies and their implications for public libraries, to create a better understanding among public librarians about the opportunities and problems they need to address, to produce generic and replicable results with a potential impact on the change of public library services and to explore issues and problems pertaining to the integration and implementation of new technologies in public libraries.

Development of document identification systems is acompanied by continuing design of identification tools for flexible, multiple and complex document and information resources handling, at all places und phases of creation and usage of it. Iidentification problems touche all information chain elements, i.e. information objects, Subjects and processes. Individual user is to be identified for the library registration and using rights coverage. Author, rights owner, agency or publisher are identified inside of the rights management and commerce systems. Library is to be identified as the location and access point of the information resource. Identifiers are applied in several domains. They are used inside of the EDI system, in the electronic document management systems and all kind bibliohraphic and information systems.

Electronic Data Interchange, referred to as Electronic Commerce has been used in the book trade as in other businesses computers and telecommunications networks for to send orders from customers to suppliers. EDI systems are open systems. They cover a much wider range of commercial messages. They use standard message formats, and, increasingly, standard communications protocols. They are international in scope. Today’s EDI systems and message standards have been developed by cooperative action across a wide range of industries - manufacturing, retail and distributive, and financial.


Libecon2000: Millennium Report Announcement (EN)

This article announces the Libecon2000 project’s Millennium Report. Funded by DG13 under FP4, Libecon2000 has been described here and on its own website [libecon2000.org] where statistics on the libraries of 29 European countries are found, constituting an indispensable resource for policymakers and others with an interest in libraries at the European level. This has been achieved with the assistance of EBLIDA, IFLA, UNESCO and colleagues throughout Europe.

The website provides quick and easy access to the data and to the sources. Besides providing a tool for research, monitoring, benchmarking and comparison, the project has impacted on the revision of ISO2789 [library statistics] and influenced a number of countries to adopt ISO2789 or to carry out surveys for the first time or in an improved format.The Millennium Report and the website cover Central and Eastern Europe, the EFTA countries and the European Union and all library sectors-schools, higher [tertiary] education, national, public, special [broken down for the first time into sub-sectors] and other major non-specialised.


New Strategies for Searching for Information for the Year 2000 (SK)

The unbelievable growth of Internet forces us to find new methods and approaches for organizing information on the Web. Every day we discover new search tools, and old methods vanish; we observe many combinations of tools for searching the Internet. According to the latest research, the web consists of more than one billion Web sites, of which more than two thirds are not indexed by search engines. In the essay, the reasons that cause the so called invisible Web are analysed, as well as the best well-known systems that monitor this invisible Internet. It is evident, for organising the information on the Web, that research on human factors is beginning to play more significant role. In the essay, a new approach is introduced that is represented by the Open Directory Project. This is the idea that the treasures of the Internet will be accessible to Internet community only when its members deal with the enormous growth of Internet by collaboratively creating new methods of access to and organisation of the information on the World Wide Web.


What is a Well Designed Web Site? (EN)

What is a good Web site? This essay presents a framework for the evaluation of Web site and document design. The framework will be described in terms of properties of HTML documents. The essay will argue that design attributes such as consistency, navigational aids, focus of graphics, and others, can be used to determine a well designed site. The essay will also base this framework on the ideas of audience, informational structures, visual quantification, and how they can be used to determine a well designed Web site.

With the rapid development and diffusion of e-Commerce globally, there has been a series of significant developments in Internet law with respect to “intellectual property”. The Internet has for the first time has combined all the basics<D> of intellectual property and associated issues within the realm of one technology. The intellectual property basics concerned include: patents, copyrights, trademarks, and trade secrets. This paper identifies and discusses the impending legal issues and implications associated with the current trend to do business on the Internet.

In recent years significant changes have been made in education and training, especially in distance learning environment. Therefore it is becoming very important to extend library services and resources to remote users through the use of electronic networks and delivery systems (expanded access to electronic reference and full-text materials, document delivery of print materials, network instructional modules on the use of information resources, and reference and consultation services to assist distance learners in their studies and research).

The paper gives an overview of the present situation with examples from abroad. These information should be useful for librarians interested in the issues of library support for distance learners.

It describes the principles of open and distance learning applied in project and describes the profile of activities through the particular stages of the implementation of the educational program.


Electronic Archives of Scholarly and Scientific Literature and their Integration (CZ)

The paper is devoted to the questions of current state and perspectives of electronic (digital) archives accessibles on the Internet as modern effective means for the communication of scholarly and scientific knowledge in the society. Their place and tasks in current and future system of the communication of information in science are discussed. Existing electronic archives (arXiv.org e-Print Archive, CoRR and CogPrints), individual issues of their running (entries, types of documents, formats, metadata, online retrieval and distribution of full texts) and the issue of their linking through the citation-online are characterized in details.


“The Czech Parliament” Digital Library - http://www.psp.cz/eknih/ (CZ)

Digital Library Czech Parliament is a common project of the Parliamentary Library and the Information Technology Department of the Office of the Chamber of Deputies of the Czech Parliament. In its final shape it will comprise digital forms of complete texts of Parliamentary Bills, Stenographic Reports and other parliamentary documents from 1861 up to present day. At present the project has been more than one half completed and all the work on it is still going on. The objectives of the project are: to make available all of the information on both the present and the past activities of the Czech Parliament to the general public without filtration by mass media, to speed up the access of MPs and Senators to the parliamentary documents as the source of information, guidance and ispiration in their legislative activities and to save the “golden collection” of the Parliamentary Library for the future, as the paper of some documents has been little by little coming apart and therefore there is not any possibility to make copies of them due to their very poor condition.


Digitization of Historical Documents and Collections: the Methodological Challenge of a Hybrid Library (CZ)

The development of digitization of historical documents and collections alters original ideas concerning its essential importance for conservation and preservation as well as for democratization of access. On the other hand it stimulates new approaches to the historical collection as an information unit; i. e. theory and practice of the hybrid library is to be redefined, in order to make original as well as subsidiary documents available to the user. Thus, this poses a question of providing an additional information and its forms. It seems that a combination of information support and knowledge preparation is a promising approach in this case.

Issues of Electronic Serials Cataloguing (CZ)

Information resources’ classification is one of the basic points for the cataloguing in library systems. Several changes come to the issues thanks to an electronic publishing boom A lot of new information resources, which do not fit to a traditional document classification from view of publication status (categories monograph or serial) rise in computer network Internet. Most characteristic feature of information resources not only in electronic environment is seriality, which became essential for new proposals of information resources’ classification.


The Electronic Serials in the ISSN Network (SK)

The article reports the involving of the electronic serials into the ISSN network. In 1999 the ISSN Manual Working Group (ISSN MWG) was established, whose main task is to revise the ISSN Manual and to adapt it to the electronic resources. The new definition of the serial proposed by the ISSN MWG includes except the printed publications also electronic journals and databases. The ISSN bibliographic rules has been updated and the new field 856 was introduced, which allows to the internet users to access the electronic journals. The ISSN International Centre in Paris began to realize the project URN/ISSN. This project is now available for testing in the ISSN National Centre in University Library in Bratislava. At the end of the article the writer refers about the ISSN assignment to the electronic serials in Slovakia. The National ISSN Centre develops its own methodology which relies on the ISSN rules and on the international standards.

He gives principles and conditions of its working, development at experimental field up to practical solution. At the end he shows possibility given to readers, impacts to a printing industry, book distribution including book market too, libraries, and to our professional life.


Project Pro Scientia 2 - Documentation and Presentation of Science and Education in Slovakia (SK)

The principal goal of the 1st phase of project was to create the foundations of a cooperative system for collecting and processing of data on publishing activity of the employees within scientific and academic institutions in Slovakia and to build up a virtual (bibliographic) database on publishing activity accessible via internet. For reaching this goal we prepared the integration tool - written procedures for the description, processing and presentation of records on publishing activity based on international standards and recommendations - AACR2, UNIMARC, ISO 2709, ISBD rules, STN ISO 690 and Z39.50. Four pilot libraries were chosen for validation of methodologies.Results of the project once again proved the usefulness of the cooperation between academic libraries in the area of processing and presentation of publishing activity of researchers and teachers at universities and scientific institutions. So far 18 out of 46 independent academic libraries and most of the institutes libraries of the Slovak Academy of Science (SAV) got involved in the project directly or indirectly. These, as well as other academic libraries in the country, accepted the written procedures, standards and recommendations prepared and agreed upon within the framework of the Pro Scientia project. Thus, the principal goal was achieved - to agree upon the rules and standards of integration for the processing of records on publishing activity and to create the backgrounds of a virtual database. This database is already experimentally accessible on the internet. The second phase will focus mostly on the series of instruction courses for the librarians of academic libraries (AACR2, UNIMARC, USMARC, categorization of the publishing activity, processing of statistics etc.), software and hardware completion of the institutions processing the publishing activity and the implementation of Z39.50 protocol.


Participation of the Czech National Library in the Projects of the Information Sources for Research and Development Programme (CZ)

The article informs on the projects by the National Library of the Czech Republic approved within the Information Sources for Research & Development Programme established by the Ministry of Education, Youth and Sports. The approved projects´ objective is to set up a multi-funkcional library centre and furnishing it with a multi-licence access to electronic information sources. These sources are to include the EBSCO Databases which participate in the EIFL Direct Programme prepared by Open Society Institute. The National Library co-authored a project aimed at purchasing licences for biological databases and a multi-user licence for the Web of Science Database.


CASLIN - The Union Catalogue of the Czech Republic for Shared Cataloguing (CZ)

In mid-1999 a selected circle of professional users were enabled to access the CASLIN - Union Catalogue applications in a test run under ORACLE. The article begins with a briefly summary of the main reasons for our decision to run the Union Catalogue using of our own applications under ORACLE. Then it goes on to describe the most frequent comments and complaints made by the first users - programmers as well as librarians. The main part is devoted to a thorough analysis of the possibility of copy cataloguing and of cataloguing in a pre-set UNIMARC form (in the Union Catalogue’s database) with subsequent copying of such a record into a catalogue at a local library. The article is concluded with an assessment of the experience and level of satisfaction of active Union Catalogue users with the services provided and special attention is paid to shared cataloguing.


Strategic Planning As an Efficient Instrument to Manage Changes in Libraries (SK)

Technical progress and new technologies along with economic pressures in society cause the enviroment in which libraries operate in is continuing to be a complex problem. This time of rash changes and limited resources is in effect an instrument of management for method and strategic planning for the libraries to clarify in which direction they wish to go and decide how to reach their intentions and destinations. This is a brief thesis of the purpose of strategic planning and the step by step, as well as analysis of the internal and external enviroment in libraries.


Library and Information Services for Visuelly Impaired as an Element of Humanization of Library and Information Practice (SK)

In this article author presents an analysis of problems of library and information services for physically disabled people illustrated by the examples of services for blind  people the following aspects:

  • definition of basic problems, affecting the services ( knowlwdge of information needs, specificity of information sources – for ex. The documents of Moon type, interpersonal communication, integration in library environment, possibility of using modern information technology,
  • relations betwen level of exploitation of service and types and levels visually impaired
  • definition of information sources for visually impaired people ones with the special orientation to document sources and their specificity,
  • contenporare situation in the library – information services for visually impaired people in Slovakia.

Using of Hypertext in Library and Information Services Providing (SK)

A very important tool, used in information retrieval, became hypertext. This term is mostly connected with Internet. Posibilities of work with hypertext is offering also a new version of CDS/ISIS – WinISIS. Some hypertext examples in this platform are illustrated in system of connected databases of bibliography, terminology and dictionary. CDS/ISIS databases can be displayed also on the Internet, where can be used quick search mechanism together with presentation including all hypertext possibilities of Internet.


Digital Library NRW, Gateway to Science (DE)

Based on initiative of the Ministry for Science and Research of Land Northrine-Westphalia (NRW) approved the University Libraries Working Group and the College Libraries Working Group of NRW the concept of “Digital Library NRW”.

The defined goal of inproving the scientific libraries information services was implemented on several levels:

  • Based on a ministry-designed key, all scientific libraries obtained resources for study literature purchase.
  • Consortia for countrywide access to electronic publications was founded and the project management provided negotiations with vendors. The concentration of demand and the central negotiation allowed to reach of good prices for datanases. An entry to a countrywide access to multimedia study literature sucseed.
  • All scientific libraries, inside of the accepted project concept, have got a chance to ask for resources for particulat projects.

Access system was developed, for an integrated access to the whole electronic offer of the digital library via an unified interface.
