SUMMARY Information Society and Culture
(SK) The contribution to the disscusion on the situation of the culture in the information society presents activities on international area esspecially in Europe and offers the basic information on some of projects of the State Information System which are realized in the Slovak Republic. At present the culture is becoming an increasingly important factor in economics and society. The cultural statistics is describing the European cultural scene and enabling inter-country comparisons to be made more easily. The general aim is the building up a system of coherent and comparable information that could contribute to a better understanding of the links between culture and socio-economic development. These statistical information would basically involve the analysis of existing data as well the elaboration of indicators designed to reflect the diversity of the cultural phenomena in Europe and to contribute to the definition, the monitoring and the evaluation of national cultural policies. The recommendations of the EUROSTAT, the statistical office of the European Union, are very importatnt also for the Slovak Republic. Programme
"Information Sources for Research and Development" (CZ) The article deals with basic data concerning the programme called Information Sources for Research and Development, which has been created by the Ministry of Education to support research and development. The first part about the reasons which led to the initiation od the programme. The second part deals with the contents of the programme as a whole and the contents of the three subprogrammes. The third part gives conditions for submission, assessment and choice of various projects. The last part is figures concerning the projects which have been accepted and will be financed. (Lights and Shades of Global Informatization) (SK) We are limited through a "social universe" (family, society relations, conventions). We have ouvercrossed the global consequences threshold of our activities and have threatened the nature. It was bothered the time and space historical continuity. It is absenting a scientific criticism and motivation for preparation of the future. The information infrastructure is decentralising the society, will again help to settle the countryside and creation new social and culture regions and microregions. Slovakia has not much comparative advantages. Therefore we must to build new modern economic branches and selfadministration institutions. Only a fertile combination of development and information flows will to secure our wished future. Informatisation of Slovak libraries in 2000 and system support of the development of library and information system
(SK) The strategy of development in Slovak librarianship until 2005 defines the informatisation of the library system in Slovakia as its primary goal in. The state of the art in the area of library electronisation and informatisation in Slovakia in 2000 is being analysed in the article. The "third" project of Slovak libraries' informatisation, prepared in December 2000, is described. The author sums up possible approaches in relation to the present state in Slovakia and throughout the world as well as alternative ways of solution: A - national multilicence for a library software system and B - individual selection of library software systems within isolated projects. Principal criteria for a transparent selection of a library system are enumerated. At the end of the article the risks of a project solution and realisation (economic, ecological, technical, social, regional etc.) are being identified. Article task is dealing with a survey of information needs of a population in middle and small sites and an investigation of a relation of inhabitants to information technologies. Information needs of inhabitants are assessed regard to with new tasks of public libraries in providing public information services. Results of the survey will serve as a source for creating strategy for statisfying information needs of inhabitants in small sites and for creating new projects. The Analysis of the New Approaches and Solutions Searching for Information in Internet or from Quantity to Quality
(SK) We truly live in an era of an information revolution. The enormous growth of electronic documents on the web has created many new problems. One problem is the changing nature of the web as much of it becomes invisible. A second problem is the development of new methods and techniques for information access on the Internet. This has become a very important area of research for information specialists. The essay discusses some old and new ways of information access as solutions to these problems. The paper first describes the invisible, deep web and its causes. Then the paper discusses how older techniques such as information retrieval, natural language processing, and artificial intelligence can work to solve the information access problem. Finally the essay presents a new technique of Web Mining or Knowledge Discovery as the latest method of accessing information on the invisble web. The Forming of Identity of the Company in the Virtual Environment
(SK) Continuous growth of www aplications, the changes in the structures and sizes of www sites seat more and more urgently the question of finding and identification of www space that is relevant to our needs. It may be either database centre, search portal, virtual store or the web site of commercial organisation. It is becoming more important to find what we are looking for and also to be found. The study shows the present possibilities of www space and the needs that result from their effective use. In this context the problems of the identity of organisation are presented and its possibility of its expression in the virtual environment. Special attention is paid to the analysis of the individual carriers of identity, from the domains till special applications and their summary. Regarding to the relative new topic, we pay special attention to the development of the approaches used in the given area. The practical solution of the problem show the possibility of elaborationg of the programms of Corporate Identity and IdNetity as the tool for for effective operation of the organisation in virtual environment. The Qualitative Dimensions of Web Document Design: An Evaluational Framework
(EN) The essay presents a framework for the evaluation of Web document design. The paper presents a conception for determining a well formed web site document. The framework is described in terms of properties of HTML (HyperText Markup Language) documents. This framework consists of the qualitative dimensions of style characteristics, comparison or the quantification of design, informational structures, color, typography, document maintenance, and informational flow and informational focus that can be used to evaluate documents of a web site. The essay argues that the qualitative dimensions show up in design attributes such as consistency, navigational aids, graphical focus, integrity, harmony, psychological and cultural impacts, as well as other design attributes. These can be used to determine a well designed site, as well as well formed documents. The Technological and Social Issues of the Digital Libraries Initiative
(EN) There has much discussion of the need and advantage of digital libraries. Digital libraries provide promise for the generating, sharing, and using of knowledge and the importance of improving the effectiveness, scalability, performance, and sustainability of digital services and collections. The focus has been on the collecting, archiving, processing, and presentation of digital data. While the advantages are many, there are also barriers for successful global implementation. This paper provides an overview of a sample of the digital library initiatives activity currently in progress around the world, of the advantages of the digital library initiative, the barriers, the technical issues, and the social impacts. Although the technical issues are great, it is the global and social issues that present the greatest challenge. Library Resource Sharing And Virtua ILS
(EN) The presentation will address the role of the union catalog in addressing the needs of the contemporary library. It will consist of discussion of the strengths and weaknesses of a variety of union catalog solutions and the general functions and features of union catalogs. After examination of the pros and cons of the various union catalog options the presentation will discuss the VTLS Virtua ILS Union Catalog and aspects of the Virtua Consortium Database solution that make it particularly suited for union catalog installations. Bulgarian Libraries and the Internet: An Optimistic Story of a Pessimist
(EN) Development of computer networks and internet in CL of BAS is described. Most of Bulgarian libraries implement computer-based processing technology and catalogs (with minimum funding), but many libraries missed the Internet. Examples from BAS show that researchers from Sciences and Applied Sciences often use the Internet. Although libraries are conservative, their role could be more important, if they were more active on the Internet. The local environment should adapt to international information world and library will always be useful in information provision. Culture and technologies in communication and information processes
(SK) Relationships between culture and information technologies in information science and library and information work are discussed. Cultural differences of information communication and different relationships to technologies make influence on information use. Coexistent models of cultural counterparts are emphasized and examples of changes in scholarly communication are introduced. A model of cultural memory is proposed based on different (cultural) components of "global brain". Resulting research framework proposal is oriented towards philosophy of man and information styles for cultural memory use in information society. The Information Studies
Curriculum: Mapping the Foundations (EN) A model is proposed, based on four "foundation fields" (information content, information systems, people, and organizations) which may assist the process of curriculum development and related activities in library and information studies education. The logical relationships among these areas are discussed and a number of applications of the resulting model are described. Information Management Programme in Sweden
(EN) This paper offers a review of the first results of a newly introduced route of Information Management in the programme of Library and Information Studies. The last changes in curriculum happened in SSLIS in 1997/1998. The first group of students will complete the programme and the first Master's thesis in Information Management will be defended in spring 2001. The author concentrates on the issues of the programme structure, development of courses, organisation of the programme development and teaching process, perspectives of the programme. She uses her own experience of work in SSLIS, the analyses of the curriculum documents, and the questionnaires for the students and future employers. Council of Europe projects in the field of cultural heritage and memory institutions
(SK) The Council of Europe - a 43-member intergovernmental organisation, aims to protect human rights, pluralist democracy and the rule of law; in accordance with its Statute the Organisation contributes through cooperation in the field of European cultural heritage to the awareness and development of Europe's cultural identity and diversity. Cultural programme of the Council of Europe which developed in the framework of the European Cultural Convention and further European treaties aims to promote multifaceted European cultural identity. The importance of new technologies in electronic and printed media for the promotion and dissemination of European values is stressed both for cultural and democratic process. Activities include recommending legislative measures and policies on books, training booksellers, publishers and librarians in the new technologies, developing new information tools for the publishing industry. The Committee of Ministers of the Council of Europe recently adopted Recommendation promoting the democratisation of access to archives. Specific projects were devoted to digitalisation of the Komintern archives and to reconstitution of the archives related to divided Poland which are held in other countries. EU Community programme in the field of culture - CULTURE 2000
(SK) The set of basic preconditions for a positive decision about the EU membership of Slovak republic rely not only on the full legislative approximation but also on the participation in several running community programmes. CULTURE 2000 is a new community programme covering the whole cultural sphere, unifying all previous programmes i. e. Ariane, Kaleidoscope a Raphael not accesible foe CEE countries. Immediatly after publishing the CULTURE 2000 programme participation call for candidate countries opened the Slovak republic the access procedure to this programme. At present is in preparation a decision of the EU/SR Associative council for full country membership in the programme. Even there is no fullmembership of Slovak republic yet in the programme CULTURE 2000, the institutions can submit project proposals and ask for EU financial support in the framework responsible. (SK) The Fifth Framework Programme comprises four thematic programmes, adressing scientific, technological and societal issues. The previous technologic oriented programme inclusive the Telematics for Libnaries flow into the new thematic programme of User-friendly Information Society (IST). The space for library activities development inside of a larger scope of cultural memory institutions(Archives, Galeries, Libraries, Museas) offers the Key Action "Multimedia content and tools", with objective of Interactive electronic publishing and Digital heritage and cultural content. Interactive Distance Education
(SK) This paper deals with the overall benefit and outcome of the pilot scheme of distance learning of librarians in Slovakia, called ProLIB. The general survey of the history of its implementation and statistical analysis of its results have been presented. A new model of teaching has been described, its advantages as well as some limitations have been evaluated, and suggestions concerning the future development of this kind of education of librarians and information specialists in Slovakia have been made. (CZ) The grant project "Public Information Services in Libraries" (Veřejné informační služby knihoven -VISK) was launched in the Czech Republic in the last year. Subroutine called VISK 2 - "The Out-of-School Education of Librarians" is one part of it. This progamme supports the education of librarians in information and communication technologies .Within framework of this programme were libraries provided with almost 7, 000 000 CZK in 2000. This amount has enabled building computer classrooms in 7 regional educational centres. In 2001 we suppose a state subsidy for building classrooms in remained regions and above all a financial support of basic information literacy courses especially for librarians in small towns and villages. (SK) The cooperation between information systems of cultural memory institutions represents a basic precondition of a complex information support for the cultural needs of the society. The article characterises the structure of information needs of the society in the area of culture. In connection with information needs the author analyses and compares information resources and services in a library, archive, museum and gallery information system. At the end the author evaluates present state, needs and possibilities for a co-operation between these information systems in electronic information environment. (SK) The article is devoted to the issues of audio-visual documents cataloguing in the film archive from the perspective of standardisation and current technologies used for cataloguing of film archive's collections. In comparison with the cataloguing work of libraries, this significant activity has its own specific features that arise from the character of film material. (SK) The paper contains results and evaluation of the questionnaire carried out by the Board for University Libraries at the Council of the Ministry of Education (SR) from July to September 2000. The research took place in 28 university libraries, libraries of the Slovak Academy of Sciences and selected science libraries in the Slovak Republic. It focused on using electronic information sources and services such as "document delivery" during the years 1997-2000, acquiring information on expenses used for purchase of information resources or mediation services of these resources as well as verification of the interest and co-operation in using these information. (CZ) On the verge of the new millenium a quite new phase in acquiring commercial digital information resources for the Czech academic domain occured. It was allowed by the Information Resources for Research and Development programme of the Czech Ministry of Education. For the period of 2000 - 2003 the programme would bring funding of nearly five hundred millions of Czech crowns for projects aimed at information resources acquisition and access services development. This paper presents the brief characteristic of metadata and analyses their function within information systems. It deals with metadata that refer to the network sources, especially Internet. The authors pay attention to the practical utilization of Dublin Core Element Set metainformation identification structure within the environment of Slovak libraries and inform on utilizing metadata in foreign libraries (Great Britain). The MeSH thesaurus and possibilities involving its use in systems integration
(SK) The MeSH thesaurus (MeSH: Medical Subject Headings), first released in 1960 by the National Library of Medicine in Bethesda, U.S.A., has been used in the medical field for a number of decades in monograph subject cataloging and periodical indexing. The Slovak translation has been used by the Bratislava-based Slovak Medical Library in document classification since 1991. The current authorized Slovak translation of the MeSH thesaurus in the UNIMARC format - entitled UNIMARC/AUTORITY - was written following recommendations by the IFLA concerning the creation of authorities and contains over 20,000 descriptors with reference apparatuses. The Slovak Medical Library works with the MeSH thesaurus using an interactive classification method which demands that the classification rules be kept. Available to other medical libraries which use MeSH are records of our publication catalog. In the future, we would like to see the Slovak translation of the MeSH thesaurus used in the CIP cataloging (CIP: Cataloging-in-Publication Data) of all Slovak medical publications. Similarly, we would like that it become the standard in the subject classification of medical and health literature for the entire spectrum of libraries in Slovakia, regardless of library software. UDC in the Slovak republic
(SK) The article informs about development of UDC worldwide and in Slovakia. It outlines the current state of UDC, the publishing of the bilingual English-Slovak CD-ROM UDC, the possibilities of its usage at providing information and bibliographic work in libraries. (SK) The development and mainly the spread of the Internet in the last years represents the shifting to the new informative and communication paradigm. Charakteristic are changes in communication, not even way but form of getting information, changes of the data mediums and apply of the possibilities of the virtual environment. All these changes have fair repercussion on libraries, human sources and even on the users by theirselves. These have effect upon the way, type quantity and quality of services offered in the libraries. In the frame of the global informative infrastructure the hybrid libraries are formed. Their basis is in the integration of the classical print information sources together with electronical infromative sources and services accessible by electronical way both from the local computer networks and from distant networks via the Internet. The base of the integration elements forms international stadards for the processing, searching, presenting and accessing of information. The hybrid library tries to extend the sources of information and the services providing by the digital library. Academic Library - Learning Institution

The users of academic libraries are mostly students sometimes unfortunately with low information knowledge. (CZ) In this article author describes the main point about union catalogs in the world and also in the Czech Republic including the CASLIN - Union catalog of the Czech Republic. The main part is devoted to protocol Z39.50 in Czech Republic, to the relationship between MARC format and XML. The article is concluded with the MetLib product information. National authority files
(CZ) Creation and use of authority files is a very lively problem today. Many libraries still do not include into their "processing line" a control against the national authority files, and only a small number of libraries creates at least local authority database. The contribution offers new suggestions and guidelines, how we could unify the creation and use of authority files. The only correct way is the creation of national authority files in a sole central database. Administration and management of the central base should be localized in the National Library of the CR. Only consequent cooperation and coordination can assure a high quality of all the catalogues and bibliographies that are being processed every day in our libraries. The crucial point is the unification of selection data, which can be assured only with the help of authority files. The technical means which can help as many libraries as possible to take part in such a cooperation, is the communication protocol Z39.50. This protocol has already been localized for the Czech use and nothing hinders its wide application. Cooperation of Czech libraries on the basis of a consortium should become the platform that will assure both effective and efficient use of the national authority files, which will in its turn make the same the processing of local and union catalogues. |
